Henry George Gogle (1875 - 1957). Painter, printmaker and teacher, born in Plymouth, Devon. His initial education was at the Devonport Dockyard School, after which he attended Plymouth School of Art. He went on to hold several teaching appointments, being an assistant at Belfast School of Art, then headmaster of Battersea Polytechnic. School of Art until 1936. Showed at RA, LG, Leicester and Redfern Galleries, RHA and elsewhere; had a one-man show at Plymouth Museum and Art Gallery in 1948. That gallery and British Museum hold his work. 

Harbour was painted plein air, traces of the support pin holes to keep it seperate and dry from other items remain visible on very close inspection
